The Republic of Carcola is a nation located on the western continent of the known world. Originally founded several centuries ago as a colonial revolt against the Helsingfyrd Pact, Carcola is a culturally diverse and politically complex nation currently grappling with ecological collapse, religious tensions, and political tensions. Its capital is Blissburg, and its largest city is Safeharbor, a vital coastal hub and naval base.

Carcola is notable for being one of the few mortal-led republics in the world, governed by a republican Senate and Chancellor rather than a hereditary aristocracy. Once celebrated for its democratic ideals, arcane scholarship, and economic dominance, the republic now faces severe challenges from internal desertification, authoritarian religious influence, and ideological fragmentation.

History

Carcola was formed in the aftermath of a continent-wide colonial rebellion against the Helsingfyrd Pact. The rebellion, sparked by resistance to undead rule, trade restrictions imposed by the eastern continent, and the desire for mortal self-governance, led to the expulsion of Pact forces from much of the western continent. A Treaty of Severance formalized Carcola's independence, and the fledgling republic was established under the leadership of Chancellor Isaiah Bliss, an elven statesman whose military strategy and political vision laid the groundwork for the republic’s structure.

The nation is named after Mount Carcamesh, a prominent volcano in the northern interior, considered sacred in Carcolan cosmology. Over time, Carcola evolved into a decentralized but highly commercial society, with coastal cities thriving through trade, arcane research, and naval expansion, fed by the agricultural bounty produced by the interior of the continent.

In recent generations, Carcola’s prosperity has been eroded by the Crisis of Vellingham, a magical disaster that devastated inland agriculture and accelerated ecological collapse. In response, the republic has undertaken the Transfer, a massive population resettlement initiative and colonization program aimed at moving citizens to more habitable regions and offshore islands.

Government

Carcola is officially a parliamentary republic, with executive authority vested in a Chancellor and legislative authority held by a Senate composed of regional representatives and appointed advisors. While originally characterized by pluralism and elite consensus, the republic’s political system has increasingly come under the sway of the Ochre Flame, a religious movement that now exerts dominant influence over both policy and public life.

The current Chancellor is Ezekiel Bliss, nephew and political successor of Isaiah Bliss. Though nominally independent, Ezekiel’s administration is widely seen as beholden to the Ochre Flame, particularly its leader, First Apostle Lex Dorian.

Society and Culture

Carcolan society is ethnically and culturally diverse, reflecting centuries of migration, trade, and post-rebellion integration. Major cities are known for their once-thriving magical universities, naval academies, and river markets. While education and magic were historically prized, the growing influence of the Ochre Flame has led to the persecution or exile of many mages and freethinkers, particularly after the Dorian Reforms.

Despite a growing religious reactionary movement, Carcola remains home to independent voices, dissidents, and underground resistance groups such as the Azad-Kish, who reject both the Ochre Flame and Pact domination. Additionally, the Carcolan Military, dominated by the powerful Navy, still serves as a neutral-leaning counterweight to the increasingly Flame-dominated government.

Key Carcolan ideals include civic duty, resistance to tyranny, rational debate, and reverence for ancient mortal freedom — though these are increasingly at odds with present realities.

Geography and Environment

The Carcolan continent is marked by coastal cities, arid plateaus, volcanic highlands, and a growing inland desert. Environmental degradation is among the nation’s most pressing issues. Once-fertile farmland has turned to dust, rivers have dried up, and inland migration to the coasts has created severe overcrowding in more marine cities like Safeharbor, less affected by desertification.

Two major volcanoes — Mount Sere in the north and Mount Fain in the south — play major roles in both geography and religious iconography. The Ochre Flame regards these volcanoes as sacred embodiments of moral ascent and descent.

Major Cities

  • Blissburg: The political capital and symbolic heart of the republic, named after Isaiah Bliss. Located inland near Mount Sere.
  • Safeharbor: The largest city and Carcola’s primary port, naval base, and transfer hub for relocating citizens.
  • Carcamesh: An arid religious center dominated by the Ochre Flame. Built near the slopes of Mount Carcamesh.
  • Vellingham: Once the agricultural and intellectual capital, now largely depopulated and overrun by dust storms.
  • Ilwatch: A tropical military base turned colonial hub in the islands to the south. Serves as the center of the Transfer and a growing home for new colonists from the mainland.

Religion

While Carcola was originally a secular republic, the Ochre Flame has become the state’s dominant religious institution. It blends millenarian eschatology with rigid moral doctrine and volcanic imagery. Its theology emphasizes the guidance of moral souls upward (toward Fain) and the descent of the wicked into lower hells (toward Sere).

Worship of other deities, such as Christopher Bale, is suppressed or outlawed, though remnants of older religions persist underground or in frontier areas.

Foreign Relations

Carcola maintains an uneasy détente with its old rival, the Helsingfyrd Pact, where both nations impose mutual tariffs, and a competitive, often hostile relationship with the expansionist Azure Empire. It exerts suzerainty over the Moragan Islands, and increasing control over the islands to the South, also claimed by the Azure Empire and the League of Vana.

Though once a center of diplomacy and trade, Carcola’s global standing is in decline due to internal turmoil and a retreat from global commerce. The adjacent Free City of Westport, led by Edwin Spruce, has capitalized on this decline to serve as a growing global trade hub.
